Assessment Tools

The Assessment 'Tools' - Draft 11

A TOOL = A method of assessing performance against a standard. Tools may include interviews (open, semi-structured or structured), questionnaires, structured observations, tick boxes for facilities, systems of care and services etc. and/or benchmarking of facilities and services etc.

IMPLEMENTATION ACTIVITY/PROGRESS WORK = Any action or activity carried out by a HW or group of HWs that leads to improvements in facilities, the systems used for delivering care, the quality of care given to children and their families and/or HW morale, leadership skills, accountability knowledge and/or self-esteem. Actions and activities may include advocacy, audit, the formation of multi-disciplinary teams with responsibility for a specific area of service provision, identification of leaders with overall responsibility for an area of service provision, group or individual problem solving, learning, research etc.

The child friendly Healthcare (CFH) 'Tools' are designed to:

  • Enable external and/or self-assessment of current practice in relation to the CFH 'Standards' and their components (supporting criteria)
  • Identify change and/or progress after an agreed period of implementation activity/progress work
  • Facilitate and support change and implementation activities/progress work

They:

  1. Review facilities, mission statements, education/training opportunities, systems, policies, guidelines, equipment, data collection, medical records, charts, their organisation and management and all other activities necessary to support each individual 'Standard'.

  2. Seek the views, ideas and opinions of the following people:

  • Managers/Senior Health Workers.

  • Health Workers (A random selection, minimum of 10 for each Tool)

  • Parents/Carers and/or Children (A random selection, minimum of 10 for each Tool)

  1. Are used at three key stages in the pilot project:

Stage 1: A first set of 'tools' (Tool 1) is used initially in the pilot HF (hospital) and contributes to an 'Initial Report' by the assessment team that coordinates all the findings.

Stage 2: A second set of 'tools' (Tool 2) is used following selection of areas for improvement by individual department/s, unit/s and/or ward/s to assess these areas in more detail and plan the implementation activities/progress work needed to make these improvements.

Stage 3: Tool 2 is used again to identify progress after an agreed time period of 'Implementation Activity'. It is hoped that this Tool will highlight any problems encountered during implementation and also strategies for change that worked with the reasons why.
